NGOs urge politicians to End Zanzibar election crisis

Zanzibar. Four NGOs yesterday appealed to leaders in Tanzania Mainland and Zanzibar to resolve the ongoing political impasse which has adversely affected people psychologically.

The four NGOs: Zanzibar Interfaith Center, Global Network of Religions for Children (GNRC), Association of Non-governmental organisations in Zanzibar (Angoza) and Tanzania Media Women’s Association (Tamwa) made the joint appeal at the end of their one-day meeting held here.

A Tamwa coordinator for Zanzibar, Ms Mzuri Issa Hassan, told a news conference at a hotel here that the political crisis was psychologically and economically affecting people in the clove Islands.

“The political situation in Zanzibar is volatile and calls for immediate attention to resolve it. People bought food and stored in their houses fearing for the worse,” she said.

Ms Mzuri added that the NGOs also appealed to the leaders to resolve the political stand-off in a peaceful manner and do all they could to avoid bloodletting.

The political stand-off in Zanzibar started on October 28 after the chairman of the Zanzibar Electoral Commission (ZEC), Mr Jecha Salum Jecha, announced nullification of the October 25 General Election citing irregularities.

In their joint declaration, the NGOs said that the annulled elections had left the east African archipelago in a political limbo.

On Friday, the Secretary General of opposition Civic United Front (Cuf), Mr Seif Sharrif Hamad, held talks with diplomats accredited to Tanzania aimed at finding a solution to the political impasse.

The talks were held a day after the United Nations and the European Union expressed optimism and support on the ongoing high level negotiations aimed at resolving the crisis.

Mr Hamad also held talks with former Chadema presidential candidate, Mr Edward Lowassa.

On Thursday, the UN representative to Tanzania, Mr Alvaro Rodriguez and EU Head of delegation to Tanzania, Mr Sebregondi, said in a joint news conference that their organisations were anxiously observing the talks and would welcome positive developments from the talks.

Following the nullification of the Zanzibar elections, international election observers and the governments of the United States and Britain called ZEC to resume the election results tabulation process without delay.

Post Elections Incidents: Police raid observers’ office, arrest staff

Police yesterday raided and seized 24 computers from an office used by the Tanzanian Civil Society Consortium on Election Observation (Tacceo) to receive election reports from various regions.
At around 2pm armed police officers stormed the centre, located within the offices of the Legal and Human Rights Centre (LHRC) at Mbezi Beach in the city and also grabbed 25 mobile phones for investigation purposes. The police also arrested 36 data clerks at the centre.

Speaking to the media at the scene, acting executive director of the LHRC, Ms Imelda-lulu Urio, said police officers told them they suspected the centre was collecting, tallying and distributing election results to the public.
The dramatic arrest lasted about five hours following arguments between police officers and officials of LHRC.

When the police officers stormed the centre, they locked in data clerks at the room and ordered them to pack all computers and mobile phones in boxes so they could take them to the Central Police Station for investigation.
However, due to arguments between the two parties, police spent five hours before leaving with the items and clerks to the police station at around 7.30pm.
Ms Urio complained that the police stormed their offices a search warrant and did not inform local leaders of the raid.

LHRC director of Advocacy and Reforms, Mr Harold Sungusia, said Tacceo was working legally under the accreditation of the National Electoral Commission (NEC) to observe the 2015 General Election through at least 240 observers countrywide.
“What police has done today is unacceptable and cannot be tolerated. This is rape to democracy,” said Mr Sungusia.
 He said following the incident, they are worried that they cannot complete compiling their report on election observation.

Yesterday’s incident comes just four days after the police raided vote-tallying centres used by the main opposition Chadema and arrested several officials who were operating the centre.
The incident occurred last night around 10 pm when their officials were continuing with collecting results from various wards around the country.
The centre had 800 officials who were contacting thousands of their party’s agents around the country.
Chadema alleged that its centre was doing the same work as a Chama cha Mapinduzi which is located at Mlimani City area.

Magufuli receives winner’s certificate for the presidency in Dar

Dr John Magufuli has officially received the General Election winner's certificate for the presidency at an early morning ceremony in Dar es Salaam.

NEC Chairman Judge Damian Lubuva handed the certificate to Dr Magufuli and his running mate Ms Samia Suluhu Hassan who is destined to be the first woman vice president in Tanzania.

The ceremony was attended by top Government leaders led by President Jakaya Kikwete, Prime Minister Mizengo Pinda and scores of foreign dignitaries, including the Common Wealth election observer team leader and former Nigerian President Goodluck Jonathan as well as Armando Guebuza of Mozambique.

The main opposition challenger for the race Mr Edward Lowassa who has disputed the election outcome did not attend the function but other smaller candidates were in attendance

Magufuli won the tight race with 8.8 million votes, beating his closest rival with a margin of 2.8 million votes. Speaking on behalf of the opposition, Anna Mghwira of ACT-Wazalendo accepted the victory of Dr Magufuli and challenged him to implement the ‘change’ which was used by political parties during the campaign. “I beg the president-elect to implement ‘change’ which is the desire of all Tanzanians.

The first change is to bring us a new constitution which will be the product of the people’s opinions and other significant changes will follow,” said Mghwira. According to Mghwira, Dk Magufuli has to strengthen national unity, to promote gender-equality, and to improve the economy and fight poverty.
